The ferry is 30.5 metres in length, 6.8 metres in breadth and runs at a maximum speed of 34 knots driven by four MAN 2842LE410 diesel engines. It can carry 191 passengers and 36 motorcycles. Since the Taiwan coastal area is notorious for rough seas, strong winds and shallow water, the ferry is equipped with waterjet propulsion system and has been designed with a big keel to increase beam wind stability. The hull form is deep-V shape to take more slamming load and is constructed of aluminum.Instead of the typical twin main engine power plant fitted to most vessels of this type, the 'Gi-Shan-Ru-Yi' has been fitted with four smaller diesel main engines driving four waterjets. This was done for cost reasons but also increases redundancy and reduces the load on each engine bringing savings on maintenance work. The four water jets are all steerable and, controlled by a "Vector Thrust Control System", the boat can be maneuvered in very narrow water ways while mooring operations are a breeze.

The contract for this new vessel was signed on March 15, 2003, and the vessel was delivered at the end of October. That this seven month period was all Lung-Teh required to complete the fully new design and then construct the vessel is testament to the work ethic and efficiency prevalent at the yard and amongst its employees.
