Design, Build and Trial of 20M Ultra Fast Patrol Boat

The 20M ultra fast patrol boat is a GRP hull boat 20M L.O.A. * 4.8M Beam * 2.8M Depth and of 29 tons displacement. This boat has installed triple engines with triple controllable pitch propellers. In December 1994, the first of seven boats was delivered to the maritime police ot Taiwan and put into anti-smuggling service. With a maximnum speed of 45 knots, it is the fastest high performance offshore patrol boat in Taiwan.

To meet the challenge of smugglers who have used boats with speeds of more than 40 knots since 1992, Taiwan maritime police, The Seventh Peace Preservation Police Corps, was eager to have patrol boats with a faster speed than the smugglers' boats.

ROUGH SEA OPERATIONAL CAPABILITY

The first boat, PP701, was delivered to Taiwan maritime police at the end ot December. 1994 and put into anit-smuggling service in the north-east Taiwan coastal area.

During the season of November-April. the average wind force Beaufort scale was 8 and the average wave height was 2 meters up in the north-east Taiwan coastal area.

The PP701 has been out in this rough weather. The boat can maintain a speed of 30 knots with a very comfortable ride and good visibility due to very little roll, pitch and a very dry deck. Even in the situation that the boat is going to fly on the top of a big swell, a crash stop from full speed ahead is very rapid, avoiding heavy slamming.

The boat behaviour in beam sea, following sea and quartering sea has also been found to be excellent. The directional control is excellent.

From design, build and trials of the 20M ultra fast patrol boat, some of the significant conclusions and lessons are summarized as follows:

  1. The fully planing hard chine non-constant-deadrise, deep V hull form without the wedge, strip and flap gave excellent performance in calm and rough seas.
  2. The three CPP propulsions provided excellant manoauvrabilily in calm and rough seas.
  3. Problems were experienced wilh stalling of the rudder at top speed and EMC problems due to non-magnetic hull and high output SSB radio. These problems were successfully solved.
  4. To implement strict weight control, the shipyard has trained all workers to weigh and record all materials and equipments going on board during construction. From these data, tha shipyard found that the measured weights of many equipments were far beyond the weights given by the suppliers.

Mr. Sheldon Huang gradualed from college with a BSE degree. He established the Lung Teh Shipbuilding Company in 1979, and since 1983, has been involved in designing and building fast patrol boals with GRP construction (lengths overall of between 12 and 30m)

Mr. Ho-Nan Chang graduated as a naval architect from The National Taiwan Ocean University in 1967. He Joined the United Ship Design and Development Center(USDDC)in 1976. Following ten years as the Head of the Basic Design Department. Mr Chang is at present the Managar of the Hull Department of USDDC.
